IFTA (International Fuel Tax Agreement)

The International Fuel Tax Agreement (IFTA) is a cooperative agreement among the 48 contiguous U.S. states and 10 Canadian provinces that streamlines the reporting and payment of fuel taxes for interstate and international motor carriers. Under IFTA, qualified carriers register with their base jurisdiction and file quarterly fuel tax returns that report miles traveled and fuel purchased in each member jurisdiction.

IFTA eliminates the need for carriers to obtain individual fuel tax permits from every state or province they operate in. Instead, a single IFTA license and decals issued by the base jurisdiction authorize travel throughout all IFTA member jurisdictions. The carrier tracks miles driven and fuel purchased in each jurisdiction, and the base jurisdiction redistributes the appropriate fuel tax amounts to each jurisdiction based on the quarterly filing.

Compliance with IFTA requires meticulous recordkeeping of all fuel purchases and miles traveled by jurisdiction. Modern fleet management software and ELD systems can automate much of this tracking through GPS data and fuel card integration. Failure to maintain proper IFTA records or file timely returns can result in penalties, interest charges, and even revocation of IFTA privileges, which would effectively prevent the carrier from operating across state lines.
